Noam’s practices include cyber and data protection, software, website licenses, and user agreements, copyright issues, open source matters and other aspects of the law relating to data, the internet, and information technology.

 

Noam advises on GDPR, CCPA, and cybersecurity compliance projects and carries out comprehensive data protection compliance assessments, assisting organizations to devise and implement workable strategies to legitimize global data flows.

Noam is a policy counsel at the Israel Tech Policy Institute (ITPI). Noam engages policymakers, regulators, academics, and business leaders with policy discussions. In addition, consults and supports research on privacy, cybersecurity, and the ethical use of emerging technologies. Previously, as an associate at Pearl Cohen Law Firm, Noam advised on various data protection regulations and other aspects of the law related to technology. Clients ranged from early-stage startups to top multinationals.

Noam's experience also includes working for the Israeli Privacy Protection Authority, Ministry of Justice, where Noam handled questions on data protection regulations from Government Ministries and bodies (including the governmental cloud committee), public institutions, private organizations, and leading law firms. Also, he supported legislative proceedings and wrote internal and external market guidelines on various data protection and privacy matters. Noam is a Certified Information Privacy Professional/Europe (CIPP/E), and a member of the International Association of Privacy Professionals.

Noam spent 20 years in the IT industry. He was a regional manager in IBM Europe and Lenovo, where, in his last position, Noam was the managing director of Lenovo EMEA High-Performance Computing Business Unit.
